Eight graduated pleated net layers of rigid tulle are built on net panties with 10 cm basque attached to an elastic waistband. A steel resilient hoop is inserted in the middle layer with two extra short ruffles on edge. 
The 8 pleated layer tutu skirt is covered with a lace overlay. 
Hooks and eyes are attached on the back to fasten the skirt .
